That's weird, then. The only thing I could think of would be the Cyclone has a custom BIOS. Someone else may know better than me, though.

NiBiTor 5.7 only supports GTX 470/480. For gtx 460/465 you need NiBiTor 5.8, available after donation on MVKTech.

Hate to bump this, but are there any methods of increasing the voltage without a bios flash? I'd hate it if I was forced into a situation were I'm forced to RMA my card and only to remember that I don't have the original bios

Download MSI Afterburner and unlock the voltage in settings.

Use Nibitor. Under tools, select "Fermi Voltage" and use the first box. You can use GPU-z to dump your bios, but make sure you keep a backup anyways.
