Is the x850 using 12V? What should the power supply be able to provide to be sufficient to overclock to at least xtpe speeds?

Yes, the GFX is running off the 12v rail. Really from the specs of your psu you should have enough power. If it is indeed the psu, then its either not reaching its rated output or the rail that the psu is on is overloaded. If possible, can you try a single rail psu with about 28A on the 12v rail? If you still get the same probs then I think you'll need to do a volt mod on the card to get higher speeds.

This should be the same for the X850 as well.
