I love your idea, what about this:
You build a copper coil submerge it in salt water (keeping the inside of the coil water free, just air so you have both ends of the coil out of the water) and put it in the freezer. You let everything freeze and then run your water through that

The ice is awesome. Useing the same idea, but instead of the bucket you could use an icecream maker. Fresh water in the middle pot, salt water in the outer pot. Super cold fresh water for the PC and still able to salt the outer to get the really cold temps you wanted.

Just a thought...

Why dont you mod a ice maker to dump ice inside your bucket. Then you can set up your bucket to have over flow protection.

Then you can have a substantial system.
