I find a handful of cases where it works... should assume I know more about the product than the manufacturer? They have their own reason for recommending what they recommend.
Manufacturers specify massive overheads. If they didn't, they would end up getting sued all the time because people use dodgy power supplies that don't actually provide what they say.

OCZ stealth 400W and 500W units are by far the best value and performing lower end units.

They will each actually let you draw 50W more from the wall while still staying 80% efficient and stable.

did it cross anyone's mind that 4650 consumes about only 10w more than 8500GT.
he'd have almost no problems running a 4650

I have picture on the side of the PSU if it helps.

Your PSU can easily handle a 4650. Even a 5670 should be no problem.

Me and a few others mentioned it but other people tried to shoot it down saying that it wouldn't be reliable....

well from my personal experience delta PSUs are very reliable and efficient. so he'd be able to run it easily.

EDIT: a friend of mine owns the 550w version of that PSU and he successfully runs 2X4850s on it
