Can one side fan limit the HSF?

I currently have one 80mm side fan set up to blow air onto my spark7+ cooler. There is a sort of makeshift plastic shroud between the fan and the HSF. Now the spark7 has a variable fan speed, and goes from about 1500 rpm to about 6500 rpm.

The side fan only spins at about 2700 rpm. At higher rpms, am I limiting the air getting to my heatsink? I think that maybe since the HS fan is pulling air faster than the fan on the side is, it's limiting the flow? Should I remove the fan and leave the shroud? Thanks for any help.

Well you could have them both running at about the same speed and not have to worry about that.

My cooler doesn't work as well at lower rpms, it just saves on the noise factor. What would be my best option then?
