What you described is a Kill-a-watt. Most of them have a minimum voltage and such. You're going to have to try a different method.
As for coming to equilibrium, it is necessary when you have a large reservoir pool... Like a chiller, so you know that you aren't running on the pool and not the chiller itself.
Give it a shot, but make sure you give your customer some kind of warranty.
i guess u don't know what brown outs are and i guess u think ur wall plug is feeding steady voltage stick a tester in any wall soket and it will jump all over the place
and as for warranty i never had anything leak like a paper bag that needed to be brazed by other ppl if u want i can get into detail about that
i dont go around telling u ,u are going to fail so relax
V2.5 build are good old ocn nay sayer ran in and stampt fail all over it well 6+months latter it is still working even on some of the stupid hot days had no problems
so just cause u read a book from cover to cover doesn't mean u know anything and some of the ppl that wrote those books are really good on paper but in the real world they are just as grate as the ppl that quote the books
