3GHz Prescott @ 3.6GHz = Max full load temp of 55°C. The same CPU @ 4GHz = 60°C at Max full load. The BigWater SE is good for people (like me) who like a very quiet and cool PC, but still want the ability to hit and exceed 4GHz and do so on a budget. My skt 478 Prescott has a throttling temp of 73°C, so 60°C @ 4GHz is just fine for me. There are most definitely better performing kits and water cooling set-ups out there though, although not for the same price.

If the BigWater 745 is a step-up from the SE model, I would expect it to perform very well when used with a Prescott core P4 and probably be cheaper than a decent custom set-up too.
