The problem with TF2 comp, and I think the only legitimate complaint you could make here (and of course nobody has actually made it...) is that the TF2 comp scene is tiny and hard to find. You really need to go looking for it - there are only like 2-3 public servers that have a very high level of play, and the number of people playing cevo and twl is really small compared to CS.
I mean, I've played ammomod with Reptile (that didn't go so well) and I've scrimmed against Carnage (I was maining scout at the time, that didn't go so well either....
). I see huge name players around pretty frequently. That sort of thing just doesn't happen in CS. On the one hand it's kind of cool seeing people around and being like "Hey I just watched your video!" or finding silly ways to harass them, but on the other hand it's just a really really tiny community.
There are some pretty good pubstars around (and I don't mean to use the term derogatorily here, there really are some pretty good people who only play in pubs), but for the most part the majority of pubs are just a massive spamfest (and they play maps that encourage just going demo/soldier and spamming like crazy). It's hard to blame people for saying "TF2 is a spammy game made for noobs", because that's probably their experience with it. Of course we all know that if you're playing on the right servers with the right people that couldn't be further from the truth, but you need to go looking for it and it can be hard to find.
On the other hand a game like CS is just inherently competitive, and even on the noobiest servers people are doing their best to get a good KDR. In TF2 there is more room for doing silly things and messing around because it's not as clear-cut as to how well a person is doing. All you see is their points, not their KDR, and you don't need to sit around for 2 minutes after you die so trying crazy stuff isn't such a problem.
