Yep,windows xp,but modded (cut out all the useless crap,killed useless processes for minimum CPU consumption) i tried full official windows XP with all updates etc,nothing changed.
As far as i know,the AMD CCC drivers for ATI wont work for me as they don't provide support for Sapphire,that is why i have to use sapphire provided agpfix drivers.

Here is an example of what is going on.

Already had opened the case.
Tried fresh OS install as mentioned above.
Also took PSU out of the case and placed it next to it.
My rig got PCIE gpus,and this one got only agp slot,tried his previous card,but that was pointless,its an old gforce 5600 128mb or something,it barely could chew up 1600x1200 desktop resolution lol.

Update:
This morning (in Latvia its 10:46 in a morning) i took the chassis cooler and stuck it right under the vga heatsink,and this is what i got.

Avaradge of ~9.5c drop,i think it's safe to say that VGA is okay,but the stock cooling is faulty or just crap.

I had hard time finding a heatsink that would support hd 3650,only one i could find was http://www.geeks3d.com/20091210/vga-...-with-furmark/

WHOA, there's something seriously wrong with your 5870 if it's "idling" at 70c. Time to RMA it. 70c is what they do under load on average. Mine idles at 30c, and 70-75c under load.

Maybe he's talking about his 3xxx card, to give a comparison? 5870 at 70c seems impossible.. My 5970 idles at 45 while overclocked.

Holy crap! 70C @ idle! Is there TIM in there? There is something seriously wrong if they idle that high.

My 4870's (OC) idle @ 45C, hell they don't even load that hot. Well except maybe in Crysis they might get to 70 (depending on ambient).

I've got 4 hard drives right at the intake port, and a perc card above it. You guys are way too sensitive about temps though, it runs fine.

My x800xt loaded at 110c for years, and it still works fine today.
