Waitwaitwait. Do you need to clean off the processor straight out of the box before you put the cooling fan on it? Even if it didn't have any paste on it?

I would give the face of the IHS a swipe prior to installing the heatsink.

Agreed. Better safe than sorry, right?

Clean(both HS and CPU metal cap), tint(both HS and CPU metal cap), then apply TIM(only to CPU metal cap).

70% works, but 90% dries much quicker (and technically cleaner, but 70% has 30% pure water, 90% has 10% pure water).
I have both, and notice no real difference between them. I just use a paper towel to get the majority of it off, then a new paper towel with the alcohol to wipe the rest off, then sometimes wipe it with a coffee filter to get it really clean.

70% tends to evaporate more slowly. If you have to use 70% make absolutely sure there is no residue left before you put the heatsink on the CPU.
