well those suggestions are all good, not really sure if you can beat those.
My only advice is to shop around a lot for the parts recommended above and see if you can get any good deals on them so you can maybe splurge more on a video card or something. The 7800gts are coming down to the mid 200 range and thats good performance for the money IMO.

Edit: Oh ya, I built my system (the one below) for around the money your talking about, 1100 USD with Keyboard + Mouse

i have the exact same challenge as you, i am build a system for my friend he has £623.68, im tryin my best to get him a good pc for money, so far i have decided to get a 3700, asus mobo, x1600xt(thinks its about the best in the budget) 512mb crucial value ( he wants to upgrade when he can afford it) 250gb hdd, Aspire X-Cruiser Silver Ultimate Pack With Hiper 580 Modular Psu...he will also be using his crappy 15" crt, keyboard and mouse from his OLD OLD system for a while tooo until he gets paid
