It's just understanding that the shaders move in increments and will only run at certain speeds. They will not run at what ever speed you desire, only at the speeds that that straps fall under.

Then when you overclock, you jump to the next strap. There is no point selecting a speed in between the straps because it will either go up or down, depending on which strap you are closest to.
