WARNING
Building and modifying refrigeration systems is DANGEROUS and can be highly ILLEGAL, the EPA provides for up to $35,000 a day in fines for illegal activity!
A Brief Introduction to Phase Change Cooling

FAQ:
Q1. Are extremely low temperatures harmful for CPUs?
A1. No. As long as the chip and board are properly insulated, the cold will not harm them. (This is actually up for debate... I will post when we have a winner.)
