Ok, if you can use the IDE then try it, but.....as an alternative

Go through the "standard" steps...

Remove any unnecessary start applications (start / programs / startup)

AND

Use regedit to search for all keys "run" - match whole word.

Remove those you can say are really not necessary.


Also, check services, turn off services that aren't required.

Run a malwarebytes check

Run a full AV scan.

Remove any applications and toolbar nonsense not really needed.

Defrag the drive (takes a while if it's not been done).

I checked if any CPU threads are running at 100% and none are.

That's good, and perhaps I wasn't all that detailed....

In a dual core, no thread can use more than 50%, so a single thread that's maxed reads 50% exactly.

If it's much lower, this is disk / configuration more than CPU - though you have plenty of upgrade room at low price points, I think your investment should work in these other directions...disk/configuration/malware/bloated installation of nonsense.
