GPU confusion with clock/shader/memory

I open 2 instances of GPU-Z and I am confused by what it says

Also, when I run Kombuster it doesn't really put my GPU under load and it shows the lower settings that I'm getting in GPU-Z in the benchmark. What is going on?

These are the clocks your card runs when idle, when you start a game or 3d application the should go all the way up to what you set them.

Now about what you say with kombuster if you mean that it looks slow and you clocks stay in 2d mode then your drivers are not letting the card run in 3d mode.

Its ACPI based technology implemented by Nivida starting with the high end 8 series or 9 series GPU (I dont remember which). Its mainly used to lower power consumption when its not needed, sort of like C'n'Q with AMD processors
