Like B-Con said, you've got the BCLK and a divider, the 2 together give the ram speed. You can adjust the BCLK and also change the divider (DRAM Frequency in bios will list the possible divider speeds for the BCLK you have). So you juggle the BCLK, Divider and Timings to get the highest memory bandwidth.

All you know is your memory will do 7-8-7-24 at 1600 & 1.5v. If you increase the voltage (1.66) you should be able to run it faster with same timings or tighter at same speed. You can also loosen the timings further and run even faster (generally faster is better). Hours and days and weeks of fine tuning/benching/stability testing and when your done the only way you'll be able to tell the difference is in a memory benchmark because it was plenty fast enough before you started .
