Build me a iRacing gaming rig

I need a computer build that will only be playing the iRacing simulation game: www.iracing.com. Budget is to stay low as possible.

These are the System Requirements:

Windows XP, Windows Vista, or Windows 7
Hyperthreaded Intel CPU, AMD Athlon 64 CPU, or any dual-core CPU
128MB Pixel Shader 2.0 (ATI 9700Pro or nVidia 6600 or better); 256 MB Pixel Shader 3.0 (ATI X1600 or nVidia 6800 GT/GS or better) graphics adapter recommended
1 GB system RAM
3Gb free hard disk space

What's wrong with your current rig? BTW- Is iRacing good? I am an LFS aficionado and have been playing for years, but its getting old.

What is "as low as possible?" The game gets stupid hard to run in a full field with full shadows on anything less than an i5/HD5850 rig unless they're going to be using a res less than 1680x1050 or no AA.
