What determines usage?

You see people saying thier processor is 100% usage, or 70% or whatever. What does that actually mean? I mean, at a processor level.

Is it max bandwidth being processed at once, is it something to do with max amount of physical transistors in use or something else even? Just curious, it's something we all say alot, but how many of us know what it actually means?

iirc, the cpu usage is just a percentage indicating how much resources is in use by the CPU

So if the cpu usage is 40% that means 60% of the CPU is idle. Again I may be wrong, im just recalling notes I had my a CS course I had taken 2 years ago

The percentage that you see is calculated from the time it takes a certain process to execute in a given time period.

When you open the Windows Task Manager it's basically going to update every x ms. Between each update it reports a percentage based on how long each process executed since the last update.

So, let's say that it updates/checks every second and Firefox is reported to be utilizing 20% of the CPU. This means that in the second between the updates, Firefox was executing for 0.2 seconds.
