Safety Question

I know this really isn't the right place, but I couldn't find a place that really works with my thread so please don't flame me lol.

I've heard about a million conflicting opinions on this issue, and was hoping I could get a definitive answer. When building a computer, I always where an anti-static bracelet, which is connected to an unpainted part of the computer chasis. I've heard people say leave the PSU plugged in, unplug it, or leave it plugged in but turn off the physical switch on the back of the PSU. Which is the safest for me (this has the priority lol) and the components? What if there is no physical switch on the PSU, what do you do then? Thanks very much

Turn off the PSU and keep it plugged .
if you unplug it you disconnect the earth connector, you dont wanna do that
