I'd put it in a large bowl/tub filled with hot water and dish soap and leave it there for a while.

I washed my rad when I first got it new! Just dry it off when your done!

same here.. i used a heatgun to totally dry every drop of water on the fins..
needa be carefull if u use a heatgun.. they are totally HOT

Well guys, seems it won't be needing a wash after all. Just having a fan blowing through it in a garage all day took the smell away. I can't smell any cigar anymore. Thanks for all the help.

Just go to the auto parts store and buy some brake cleaner.Will clean everything inside and out,and will dry very fast with no residue behind.
(just don't use it inside the house...)
