Chipset/memory cooling question

When putting a fan on a NB or memory heatsinks
Should they be pulling hot air out?
or pushing Cold air?
Right now i have a 80mm Fan over the memory/NB blowing air onto them
would pulling the heat away from them be more effective than blowing it away?

Those types of cooling systems are passive and it's best in my opinion to have cool air blowing over the heat sinks to keep them cool
