I don't think she is dismissing everyone except 1 particular person. They filed a case against 2000 and 4577 "Joe Does". The judge is basically saying you can file the case against only one Joe Doe whoever that might be.
Not only will it make the court process take longer. The requests to the ISPs for the "Joe Doe" may
