I see it on ebay and bid is like $11 atm is this worth it like around $20? Right now I have an arctic cooler but my comp room is getting really hot and I guess water cooling will get rid of the heat given off.

It depends: If the actual room is getting very hot but your CPU core temps are okay, the best thing to do is to circulate the air to reduce the room temperature. No matter what type of cooler you have, you're still going to be transferring the same amount of heat to the room air. Better cooling won't cool off the room.

If you're going to run the radiator to a different room or hang it out the window or something, then yes, that would help cool your room off because the CPU heat would be transferred to wherever you place the radiator.
