They are many many many mods for Morrowind that are very good. If you are remotely going to use magic, then you can get the Illuminated Order and Cult of the Clouds. You can get Complete Morrowind to add a variety of tasks like making furniture, lumberjacking, cooking, etc. For thieves, Suran Underworld. Vampire Embrace if you want to be a vampire (otherwise it's game breaking). Twin lamps for another faction and quest about slavery in Morrowind.

For just plain fun, you can get one called pocket pals, which allows you to use the souls you capture of opponents and insert them into these miniture figures and then use them as companions.

Just to name a few.... There are still many more...

For Morrowind I'd say get Better Bodies and Better faces heads. Then look at the big texture overhauls, some are quite dramatic depending on your taste. But Atmospheric Sounds and Illuminated Interiors are essential. It adds immensely to the world. I would stick with those type of mods initially because it can get tricky and you could literally spend more time testing mods than playing!

Oblivion is really playable out of the box --not to everyone's liking- but I'd suggest Illuminated interiors again and a combat sound enhancer. I used the 300 mod for combat and it was much better than default. And one of the inventory UI's would be a good idea. Check out tesnexus when you really want to get overwhelmed.

Sorry but PES doesn't have nearly all the mods available for Oblivion. MANY of the most popular oblivion mods are not on PES. Can look at Tesnexus as an alternative, which I prefer due to its layout, top 50, and mods of the month lists.
Can put in custom resolutions in the Oblivion.ini file in your "My documents" folder.
