Weird CS 1.6 Latency Spikes[Vid Included]

I'm getting some weird lag spikes in CS 1.6(Haven't tested any other game yet) my latency will be at a consistent like (West Coast Server) lets say.. 20-25 latency, then all the sudden it will jump to like 60+.. and is very inconsistent.. could it be Norton on my dads computer causing bandwidth hoggage or what? Maybe I need to reboot my router? I haven't rebooted my router for a good 1-2 months. Any advice? It's not so much major lag spikes, more like latency spikes.. with weird ping inconsistency and minor lag spikes.

The link doesn't lead to anything..just main pb page

1) See if it's any other games, if it's all the games then you can go to #2
2) Usually it's software issue, or some application so turn off your dad's Norton ( tell him to get something else instead of that crap ) and see the results
3) If that doesn't work, reboot your router/get the latest firmware and get the latest drivers for your wireless adapter
4) try to play cs on another computer if possible and see if there's fault with yours
5) new router, or someone on here can post better solutions
