More or less the nozzles or jet plates do this for certain water blocks.

This link explains how it works

If you have a true venturi effect, it would totally kill the flow rate, which would have an adverse affect and cancel and additional cooling from the venturi effect. ?

Probably not most of the Waterblocks since it creates alot of pressure and it could burst like BP's Oil rig..

venturis effect is great thing, but thing that could really hepl is turbulence, but that could kill all the flow just in one water block.

are you going to make at least a prototype? i would like to see some results
