This is an example graph of the laser's varying light intensity. They are saying that the "dips" in the graph represent a roughly 70% drop in intensity compared to the more constant portions of the graph.

This is such a breakthrough because "normal" lasers don't have such rapid and dramatic intensity deltas. I'm assuming this would be great for fiber-optics because the greater intensity delta means it would be easier to differentiate between the 1s and 0s of digital data transfers, making faster speeds possible.

"nano-" is 10^-9 and "pico-" is 10^-12, so yes it is.
