Your processor/motherboard's sensor could be bad, so it could be reading the temperature incorrectly.

Try the stock cooler.

If it runs cooler or the same temp, your Mugen is probably defective.

vcore 1.4-1.5V seems to be no problem at all:

i extremely doubt that it'll run stable at 1.25V even at stock clocks.
where to find the default vcore spec ??

amd only gives a range:
(1.125V-1.4V)
