HW MONITOR is reading my temps at 128c, but CoreTemp is reading my Core temps around 40-48, usually I notice my first core is always 4-9c higher then the rest. I also get random locks up, sometime it won't even happen at all. Prime Temps are at 85/80/78/78

Here are my OC specs

CPU : 1423x9, 3.2ghz
RAM : 395.3 MHz
FSBRAM : 9:10 @ 4-4-4-4-12 timings

Voltage

Vcore : 1.43
MEMV : 2.1v
SB : 1.4
FSB : 1.4

I tried OCing to 3.6Ghz, but it wouldn't boot, it stops at the windows 7 logo sign and reboots, i tried updating the vcore, memv everything, so i decided to go back to 3.2ghz, i got 3.4ghz stable, but it still get random locks up, these locks up are RANDOM, and since its summer i decide to go down a bit, just to be safe.

I think your Overclock is all messed up...why do you need 1.4 v to the ICH? (SB)
what is your CPU FSB?
What about your MCH (NB) voltage?

If your Windows doesnt boot, its probably a memory issue...(or NB)

Stable means no lock-up, no hangs, no BSOD

Something is wrong, the GFlops are so low, you should be at least around 30 GFlops

If I were you, I would stop stressing the CPu at those Temperature

A megaFLOPS (MFLOPS) is equal to one million floating-point operations per second, and a gigaFLOPS (GFLOPS) is equal to one billion floating-point operations per second. A teraFLOPS (TFLOPS) is equal to one trillion floating-point operations per second.
But I notice some performance difference between low gflops and high Gflops.
If you have wrong voltage values or other wrong Bios settings (it always depends on your Overclock) you can experience lower GFlops than a good overclock at the same Frequency
