Hello i want to repaste my gpu. can you tell me the pest TIM for it ?

Well there are many but I've heard that, for GPU's, MX-3 and OCZ Freeze are the best.

mobility 4850 full oced 580/1100 with volt mod .what about AS5 ?

I used AS5 on my old 275 and my 480 and got a nice temp drop on both.

i heart that some TIMS are not good to apply on gpu because its dangerous to burn the gpu..which are these tims?

not sure what you are talking about here, but i have used MX-2, MX-3, and AS5 in my laptops. all work really well, but the best of them is the MX-3

don't use AS5 its not very good for gpu plus if you accidentally get some on the transistors your screwed unless you clean it off 100% i suggest MX-3

Anything conductive because there is the possibility of bridging contacts and shorting something out.
