Internet is Uuuubbbbeeeerrrr Slow on new Build

I just finished a build for a friend, and the internet is soooo slow. The latest ethernet drivers ARE installed, and I'm trying to run Windows Update now, but there are no hardware updates, and the downloads are going sooo damn slow!
This is the build:
2800 Sempron
2x1gb gigram PC3200
DFI NF4X Infinity 745
WD SATA II 80 gig hard drive
6800GS PCI-E
Aspire Chameleon 550 watt
ThermalRight SI-97
I'm running off of a connection that usually runs around 3mbps, and up to 7mbps, and I'm getting 10KBPS downloads, even from places where I usually get 500-1000kbps downloads on my network.
What's wrong here??!!

Is there some way to reset the connection? I don't know if you're connected to a router or whatnot, but sometimes things can get funky when you connect new devices.

Also try driver cleaning/reinstalling all ethernet drivers.

Perhaps check your ethernet cable too?

clean out drivers something could be conflicting with the drivers and/or hardware(router,hub or whatever your using)

and make sure you dont have any broken wires in your cable

try a new cable and make sure your not downloading on anyother computers

also try only having your new build being the only one on the network

try all that and if not then it could be a bad ethernet port on the mobo(doubtfull of that though)

My cables are fine, but I will try restarting my router in the moring (parents sleep where the router is connected to the modem), but I tried re-installing the ethernet drivers, but nothing different.
Hopefully it is just the router.

is there multiple ethernet ports? try all of them... becuase i know on my mobo 1 port use to have a packet loss issue... also make sure that you have all the windows updates... weird things can happen when those are behind.
