well, w/ $400 you can pretty much get anything you want but i just got these sticks about 2 weeks ago and have been pretty happy w/ the results. and also newegg just dropped the price $25 so theyre a steal now!

http://www.newegg.com/Product/Produc...82E16820227210

timings for these ocz's are 2-3-2-5 and ocz is a pretty quality brand.

also, people have been having good results w/ the gskills. i almost got one of these sets: http://www.newegg.com/Product/Produc...82E16820231021
http://www.newegg.com/Product/Produc...82E16820231032

just depends on whether you want tight timings or more oc'ing to choose between the pairs of gskills.

good luck!

hey, I ordered some g.skill HZ DDR500
http://www.newegg.com/Product/Produc...82E16820231021
I believe they'll be in later today!

What RAM you get will be dictated on if you want to OC or not. if you do not want to OC then a DDR400 kit of the OCZ or g.skill with tight timings would be ideal and cost-effective.
if you want to OC then RAM that uses Samsung UCCC is the most cost effective. (the g.skill I ordered, OCZ gold DDR500 = DDR500 gold GX, mushkin extreme performance DDR500, corsair ddr500pt) they typically will do DDR550 or so at 3-4-4-8 timings.
A slightly better solution would be some RAM with tighter timings that can do higher frequencies too.
the best you can get are probably some crucial ballistix tracers, but they're hard to find at the moment.
the next best and probably what I would have ordered if I had more cash are these:

For $400 you could get a nice set of ballistix, only if you can find em of course.

Ballistix: http://www.pcconnection.com/ProductD...ourceID=k15506

Or if you only want to spend $200 and use the other $200 for something else here's some nice ram:

I agree with your second choice while expensive these are absolutely awesome. I could only afford a gig but that was when 1 gig cost almost 250....yikes; they have dropped considerably for 2x512 now though: http://www.newegg.com/Product/Produc...82E16820146890
timmings are 2225 which is pretty tight.
