Welcome to the forums.
I realize that you've put your system specs in the post, but what you need to do is go to User CP and fill that information out in Edit System Specs.

But as for overclocking the GPU, your system dosen't have anything to do with how far the videocard itself can go, unless your powersupply isn't any good...

So, What you should do is use RivaTuner to overclock your videocard. What type of cooling do you have on the videocard? Depending on what type of cooler you have for your gpu, that may also hinder your overclock.

Upgrading from 400 to 450 almost isn't even worth the trouble...

I suggest that (depending what is available) you get either the Sunbeam NUUO, an Antec (500W +), Seasonic (#1 Choice), or OCZ.

Where do you buy your parts from?

And the power supply's wattage almost dosen't even matter, becuase if you have a 1000W powersupply, but crappy rails, the powersupply goes down the crapper all together. So what I suggest you do is find out the rails on your powersupply, if the +12v is over 18A you should be okay.

If it isn't I suggest getting a new powersupply as soon as possible.
