Open GL...1.5 or 2?

I'm not exactly sure what Open GL is for starters. I mean I know it has something to do with the graphics engine as far as rendering (much like DirectX I presume), but I have seen two cars from EVGA:

Now, the one with the FSB 490 only has Open GL 1.5, and the FSB 450 has 2.0 and also costs 30 bucks less at the start. How much of a difference does the Open GL version really matter? I plan on getting two of the 450 FSB one, and basically just want to either reaffirm my decision, or get info that may make me rethink alot of things about my future cards. Also, will post a seperate thread about PCIe, cus those I don't know much about either. I live in an AGP world and am looking to cross over. Thanks.

Unreal Engine games and Linux use OpenGl, and it is essentialy another API, like DirectX. Newer is better, just as with DirectX.
