Typically, they're a length of tubing foot or two high with a showerhead and a fan, or they're horizontal, with hanging fabric sheets that air is blown over. They're very efficient, they're cheap, and they're quiet.

A properly sized evaporative cooler can cool your entire loop below the ambient temperature with good waterblocks and a not-too-humid day (the more humid it is, the closer they get to ambient). They don't cool below the dew point, so they don't risk condensation. The only real downside is that they need to be cleaned more often than a radiator setup.
