Yes, Vista is still launching with DX10, HOWEVER you can still run Vista WITH ALL AERO GLASS FEATURES on a DX9 card, all you need to do is download DX9.0L (L for Longhorn guys, come on ) and update much like updating your computer to DX9.0c.

Vista will run on either DX10 or DX9.0L however DX10 games will not run on DX9.0L and I doubt very many games will come out that support DX9.0L (they'll probably wait a bit for DX10 since it has many more features and better performance, I sure would as a developer) also there are currently 0 cards that support SM4 however the G80 and R600 (launching this summer) both do support it as well as unified shader architectures.

DX10 games will run on DX9. Just like every DX9 game out can run on DX8. If DX10 games didnt run on DX9 cards then nobody would buy them except for a few people who could afford new cards.
