The Ultra cooler is meh...

For the best cooling performance, you should be looking at coolers such as the Megahalems, Venomous X, Noctua NH-D14, or Cogage Arrow. The H50 might not perform as well as the above 4 coolers (on par with the Mega though), it is more compact, and allows for better case airflow.

It's a trade-off, but for absolute performance, the 4 air coolers I listed should do the job the best.

Not sure how it stacks up to the others Baldy suggested as I have been using water lately, but I did a build for a friend last week with a Phenom II X4 (940 i think, 3ghz stock), and put a Coolermaster V8 on it.... OC to 3.5Ghz (from 3.0 stock), full load for 96 hours and it never broke 45C on the CPU (~25-26C ambient). I thought that was pretty good for air...

For $1300, you can definitely go with Thuban and an 890FX mobo. I'll try and put something together for you.
