Led's on PSU fan flicker and my PC won't start till it "warms up"

Like the title says. Is my PSU failing? The 12v rail must be having a hard time going from cold boot. I don't think it happens when I put it in hibernate and wake it up. I sometimes turn my pc off by the power switch. Can a hard shutdown cause this? Thanks all for looking.

Update! Shutting down my pc from inside windows and starting up the next day it works fine. I get no flicker or delayed startup. However if the power switch on the psu is used to it turn off when I flip the switch to the on position and attempt to start the pc I get a delayed startup. Why would it only do it if the switch is used to turn in off?

maybe, first off, how old is ur PSU?
if you have another PSU, try that one, if you don't have one lying around, look at another pc's power supply, if you don't have a second pc, ask a friend (i think you have that xD)

oh, btw wich power switch; the pc's power swich or the PSU's ?

PSU is second hand and around a year or 2 old. Hasn't done it for long. And power switch means the switch on the back of the PSU

k, i think it's the PSU, try replacing it with another one.

If you can get your PC to turn on for a second and then turn off again right after you do a BIOS reset or just leave it unplugged for a while then its a dead motherboard and not a bad PSU. Could also be bad ram or bad Vcard but far less likely.

well; like loser sez, it could also be a dead motherboard, actually it can be almost anything, since you sometimes turned off ur pc by the PSU swich

My pc does start. It just takes a bit of time. Lights come on fans start to spin then all of a sudden bios screen starts and I'm golden. Led's no longer blink and everything works fine.

this is what i'd do: unplug all the cable (since you need to wait for POST(bios screen) also disconnect hdd)
just leave the motherboard, ram, cpu, cpu heatsink and the PSU; if that doesn't work, try replacing the PSU then, if that also doesn't work, it could be the cpu, ram or motherboard (second would be motherboard i guess)

Those PSU's are really know for being very good. I would recommending replacing it now before it dies and takes the rig with it.

Yeah I know they aren't now... I didn't know when I bought it. I think its a problem with massive ripple. Is there a way to fix that? I'm hoping one of the PSU gurus around here will see this and come in to shed some light for me.
