This issue looks to be occuring both single card and in sli configs. Despite the various temporary fixes suggested at the nvidia forum, nothing resolves it completely (or at all in most cases).

Nvidia has promised a fix for both issues a la a driver update.

manuelg, an nvidia employee has posted in the forum the following (latest comment):

i wanted to give everyone an update. We are in the process of building the final driver and it will take about 10 days for testing to complete and pushed out to nvidia.com. I will still update everyone who has pm'd directly but i would expect the final driver to be available on nvidia.com in the next 10 days.

Edit:

ok Question for everyone. Who here experiences a messy GPU line graph in MSI afterburner after playing a game? It should be straight and between 95%-99% GPU Usage. I for one have a good GPU Usage but the line is a little messy/squiggely rather than straight. This seems to be a main issue as well as the Low GPU Uage.

I can also confirm, no drivers currently out including the 259.xx series fix these issues. We must still wait for the new drivers from the nvidia site. Due by Wednesday 15th september by the looks of it.

I've noticed low GPU-usage in Just Cause 2 with SLI GTX 460s. I get ~98-99% usage on one card (good) and ~80-82% usage on the 2nd card (bad) @ 1920x1200 with the settings cranked. My single GTX470 (overclocked) was able to produce frame-rates just shy of the overclocked GTX460 SLI, so somethin' is up there. I'm moving away from the SLI setup so it is no longer an issue for me, but just thought I'd put it out there.

I did the same thing. I had an e8400 at 4 GHz and SLI 260s, and BC2 ran horribly. I figured it was the cpu, so I threw in a q9550 and performance was identical (with low GPU usage). I then upgraded to a GTX480 and again, equal performance in BC2.

I am building a new rig this weekend (i7 950, same graphics card, 6GB RAM, etc.), and I will let the thread know if it changes my performance in this game, because I have been pissed off ever since the beta that others with similar hardware have been getting >60 FPS with no problems. Argh!!!

That usage sounds about right. The top card usually shows more usage than the second card. The 460's don't seem to have issues with low usage or stuttering in games. It's just the 470's and 480's. Possibly some 465's as it uses similar if not the same chip as the GTX 470-480. Again, The drivers are not well optimized to support the i7 920 and a GTX 470-480. That is why games stutter. Well, this is one reason. People with a i7 980 or something don't have issues with their 470/480. Don't say, it's because of a bottleneck of the CPU because the 470 performs close to a 5850 and i had no bottleneck with 5850 CF or 470 SLI even with my i7 920 at stock

The problem is JC2 is an extremely GPU dependent game, it wasn't fully utilizing the 2nd card when it was cranked to settings where it should. My GTX470 shouldn't be able to keep up with them (Not VRAM limitation either, as JC2 doesn't use much) Other intensive games ran correctly, seemed to be an issue specific to JC2 :'(

Wow, I like this. Lots of information now. Gotta keep the fire going til it gets doused!

FWIW, I tried those WHQL drivers from MS update and they did nothing. It's just so random because another guy @ a recent lan party has the same hardware and gets 80~90% usage, while 2 of us got crap. I think it's magic.
