I've seen too many with the same complaint, different PSU's, motherboard, and ram.

Perhaps if you read the suggestions. Do you need equipment to check the voltage in your bios. No.
Who built your computer? Did the motherboard come with a manual? You ever read it? It will explain how to set up ram, read it.
You have 6000 post on this websight. Your processor is overclocked to 4Ghz?
And your short stroking your hdd. What have you been using this websight for?
If you don't know what your doing why are you overclocking? That's your first mistake.
Turn everything back to stock settings. Turn off all overclocking software. I highly recommended you don't overclock until your ram is set up. No one is going to do it for you. This isn't the sub section for ram or learning how to overclock.
Download and install the new whql drivers. Read this driver install guide. Don't do anything until you fully understand it.
