can it be macro'd to do rapid fire?
I'm afraid the only way is to keep practicing. It is possible to do the rapid fire with the DE (manually) but binding "+attack" to scroll wheel is considered illegal in most tournaments (imagine what you can do with the Logitech G9x/G500 hyper-scroll).

The controller mod is just ridiculous. I mean, are you playing the game or is the game playing you?

Btw i'm a promod player and promod limits the rate of fire so that loopholes like the ones shown in your video are not be allowed.
