May I suggest a Pentium D 805. It is dual core for $130... A great deal.

I am doing a budget build using an Antec Case with a 350Watt powersupply, 80GB WD SATA HD, Pentium D 805, and a ECS motherboard, all my links are to newegg.com, so that won't work for you, but it was $380 total for me.

Here are some parts.

47euro ASUS Mobo
44euro eVga 5500 video card
46euro Aspire Case w/ 420 W PS
71euro 160 GB HDD
Only get this HDD if you feel you can fill it. 80 gig is good enough for some.
196euro Windows XP Pro

You should be able to use your CD drive, floppy, monitor,, mouse, and keyboard. You can probaby use your old hard drive to keep your Windows and data, even though microsoft says not to.

No offence or anything, but those rigs aren't really good at all. By $300 do you mean USD, or GBP? If you do mean GBP, then that isn't really a low budget system. More like mid range. If you want I can come up with a computer for you. Tell me what you need, and I will do my best.

Here is the one I built:

Pentium D 805

WD 80GB SATA 7200RPM $52

Corsair 512MB DDR2-533 RAM $44.50

SAMSUNG Black DVD-ROM / CD-RW Drive $24.99

Antec Solution SLK1650B Black Steel ATX Mini Tower /350W Smart Power $43.99 after rebate

ECS 945G-M3 (1.0b) (LGA 775) Intel 945G Micro ATX $76.99

That is a great system for under $200. Add another 512MB of RAM, and a 7300GS for about $100, and you got a decent gaming machine as well.
