He means stock 470 clocks with a stock 470 bios though.
I'd try it on a fresh windows install, and if that still doesn't work and you can't get it stable as a 470 no matter what volts/clocks you run, I'd return it and get a 460 or a 470 if it were me man. Sucks to pay the restock, but you might be able to get out of it if you're exchanging it for a real 470 that's at or above the same price. I'd call newegg and tell 'em it's messed up & see if you can exchange it w/o the restock fee.
Heck, even if they send it back to MSI since you told them it's defective, you're just saving someone else the same disappointment you're going through anyways.
