Was this a brand new, totally sealed package card?
I would remove the heatsink (the four main screws around the GPU is all you have to take off) and make sure you've got the 10 memory chips and the 275 model processor. You should also have a sticker on the back of the card that says 'limited edition #XXXX' or something like that.
If the package wasn't totally sealed up, someone may have pulled the ol' switcheroo and swapped it with a non-unlockable 465 board.
Otherwise, as has been mentioned, try the stock MSI 470 bios, as some of the modded bios floating around have too high of memory clocks for some cards.
