cl_updaterate caps your tickrate at 20. If you leave this at 20, when you go into a 33/66/100 tickrate server, you're only getting 20tick.

Change that one to: cl_updaterate 101

For the cmdrate, I've read that the value to set it to should be around your average framerate. I didnt change my cmdrate though, just my updaterate.

cl_updaterate "101"
cl_cmdrate "101"
create, with notepad, a file named "autoexec.cfg" in your cfg folder. copy/paste this into it. ^^

note: everyone should play with those rates... default are bs.

cl_updaterate is actually the ticrate that you receive from the server. 100 is the maximum and, in my opinion, the best.

cl_cmdrate has a link with your fps. Higher are your fps, higher will the the number of packets you send to the server, better the registration will be

and rate 25000 is the ADSL/cable rates for css.

and if you want to know if they're alright, add net_graph 3 to the autoexec file. IN is the tickrate (ie 100/s) and out is your "fps".
