Converting music bitrate.

Does anybody know how to change the kbit rate of an mp3 file using audacity and save it as an mp3 file?

I'm trying to convert the 128kbps mp3 file to 64kbps so I can put it on my cell phone.

And as for saving.. I just can't seem to save the file as it is in Audactiy... it keeps asking to save as a projecty or w/e... If there's a better program than Audacity, that'd be cool, too.

If you had a Creative soundcard then you could've just used the included Creative Audio Converter to easily do it. But by the looks you only have onboard audio. I browsed the web and found this
Not sure if its free or not but give it a shot.
