There was no jumper? That in itself is very odd, never seen that one before!
Unplug the power cord, remove the battery, clear CMOS. Return jumper to default, install battere, etc... try a boot.
I can only wonder what would happen to the CMOS trying to boot with no jumper
Does the system have a "System Speaker" to report the beeps?
Have you tried borrowing a stick of RAM from your other rig?
