Which GPU?

Hey guys
I've got a friend who's got some money to spend (around 150$). He's looking a GPU but doesn't know much about them so I'm the one asking. This is what he's got:
Intel Pentium 4 3.0 GHz with Hyper-Threading (the rest?..)
512MB of RAM, PC2700
1GB of RAM, PC3200
some Asus mobo, with AGP]
and a ATI Radeon 9250
As I told him, *ouch*...

Which GPUs would compliment well his setup? Unfortunatly he can't oc his cpu because it's constantly at 65*C (150F), and we're trying to figure out WHY...
I guess for games these days he'd need something with support for SM 3.0 (or is that not an issue?), at least 256MB of RAM, and on AGP.
I thought about the radeon x1600 series, but its on a 128-bit bus (what does that do?) and the geforce 6800 series.
If you could give a few ideas, we'd appreciate it, especially since here, we don't have much choices in components.

And, does the distributor (or whatever -> like MSI, asus, leadtek) affect the performance of the gpu?

As for me, I'm going to overclock my computer as soon as I get some free time...

i strongly suggest saving up a few more dollars and then geting a 6800GS, it has SM3.0 and can be unlocked to a 6800ultra. and most of them OC like hell! if he cant afford the GS then an XT or NU will bo ok aswell for most of them can unlock too...

for the CPU, go ouyt and buys some arctic silver 5, then remove the heatsink, clean it and the cpu with rubbing alcohal and a lint free cloth, then put just a tiny BB sized drop of the AS5 in the middle of the cpu, dont spead it!, and then just reapply the heatsink....

the heatsink on that 6800 from newegg is enormous! it's pretty much as big as the ATI X1900XT
