Not EVERYONE is an enemy at night dont go berserk on everyone you see you'll get in trouble. The best way to get a horse is not by stealing them, when you steal an horse its not yours and you'll need to re-steal it each time you go in a town, you can also get a big bounty on your head for doing this. The best way to get a horse is to do the first part of the main quest, go see Jauffre, once the quest changed to "find the heir" re-talk to him and ask for Assistance, he'll open a chest, re-talk to him and ask again for Assistance, then he'll say that you should go talk to the priest with him. Do so, the priest are either in the Chapel or in the other building where there is beds. Ask them for Assistance and one of them will give you his horse, a Paint Horse, and voila you have a horse for yourself that will wait for you when you go off him (which stealing one dont do) leaving you time to raid dungeon without being scared to loose him.
Those who complain about Scalling level in the forum are just idiots who powerleved their way through Morrowind to do the main quest and now that they play a game which have level scalling, like any decent RPG out there, they cant do anything because they dont have any skills (both skills in-game and out-game) and instead of spending sometime to learn how to use properly the fighting system or how to use their character they decide to just go flood the Bethesda forum with their opinion about how much the game suck. You CAN do the main quest at ANY level, YES it will be harder at higher level but it wont be impossible, there is no such thing as "impossible". The way level scalling work;
Most humanoid (Bandits, Vampires, Marauders, Conjurers, Necromancers etc.) are leveled to you, as you increase in level these ennemies increase in strength in same time as you.
Most creatures are generated from leveled lists, that mean each time you enter a dungeon the game check your level and populate the dungeon accordingly to your level. Think of it like a list of encounter ennemie a GameMaster would roll when you enter in a forest and get a random encounter in Dungeon and Dragon. This mean that a dungeon that was populate with Skeleton and Ghost at level 4 might be populated with Wraiths and Skeleton Champion at level 20.
Humanoids: There is no "different" version of these, instead they just increase level as you do, in general humanoids are from 1 to 4 level bellow you, that mean if you are level 15, the weakest humanoid you'll see in general will be level 11 while the stronger will be level 14. They are exception such as "boss" who are 1-3 level higher then you.
Creatures: In general, creatures are NOT leveled to you, an Ancient Ghost is alway level 9 and has 170 hits point no mather at which level you encouter it. But you're most likely to meet him at level 10, and very rarely at level 20. They are of course exception, you can sometime meet a creature which is leveled up. Quest specific creature are alway leveled up. Instead the game pull them of from a list specific to your level. They can also be classed in "type" of creature, so when you enter a Tomb you're most likely to find zombies then to find Brown Bears. Here is a list of the creature when they are non-leveled, this can also give you a rough idea of at which level you can expect to see them:

Count from up to 4 level bellow yours to 3 level more then yours and if the level of the creature listed above is or is inbetween the number given previously you'll have a higher chance to meet this creature then other. There are variation of each of these monster (exemple you can find Savage Troll or whatever.)
