By setting the RAM at a high ratio it wont OC to the point of effecting the CPU's OCing. That will help you find the CPU Max stable OC.
Then, by setting the CPU's multiplyer down to 6x it wont effect the OCing of the RAM, max stable speed.
Once you know what each is capable of you will have better results in the overall OC.
Test for stability with OCCT then Prime 95.
To achieve the max speeds you will have to work on upping the CPUs voltage, the RAM's voltage and even the Memory Controlers voltage, as well as the the nForce chip's voltage.

I did a rough calculation based on your system and your peak output of 350 Watts is sufficient for your current configuration. With that being said DFI boards use a lot more power then the average board. I think they recommend a 450 Watt PSU with 36 amps total on the +12v rail at minimum for our motherboard. That +12v rail is of real concern. Will a system perform at stock settings with little or no stability issues with 11.65 volts? Most likely. Will you be able to overclock with stability? Odds are against you. If you continue to have issues through all you trials and tribulations odds are your PSU is your weakness.

Edit: You do have all four power supply connections on your motherboard connected don't you?

Edit: Checked into the wattage recommendation for DFI motherboards. With a single video card configuration, even a 7800GTX, they recommend 400 watts and 26 amps on the +12v rail. Seeing as you have a 700Pro, perhaps the 350 watt PSU you have will be sufficient. Judging your PSU's performance I would say it most likely does not have anywhere near the 26 amps recommended.

ok i know im noobing here but i apreciate the help

i put my mem at 133
uped the fsb 10 so it went up to 2100 mhz so i guess it worked but then i tried 10 more to get at 2200 mhz but windows wouldnt boot so i uped the cpu volt too 1.6. which volt should i up?

i have 3 options of voltage to change
CPU, DIMM and CHIPSET

also i cant fin anything in my bios that says FSB or HTT only CPU frequency and that is the one ive been upping

What are your load temps at 1.6 volts? That is the most critical thing. If you have to pump that much juice into your processor then you probably need to look at your PSU as the weakness. If your temps are running over 55c when you stress the processor you might want to reduce the voltage.

You are upping the right thing. The HTT and FSB do not necessarily relate directly to the frequency of your CPU unless you have a 10x mulitpliers like you do.

well i cant check my load temp because when i try to oc the cpu more than 2100mhz it wont boot. not even if i put it up to 1.6 voltz

if the problem is the PSU then i allready have this one in sight

that could be a possibility why it isnt stable. its strange for it to only go to 2100mhz and not boot. my processor (same as yours) is stable on standard volts at 2600mhz. its most likely to be that, its not getting enough power (amps).

yeah well i guess it was that. it wont boot when i put it on anything after 2150.
another question. when i put my cpu at 2100 (only OC i can get that will star windows) i wnat to put my mem back to 200mhz. how do i do that, because when i try it it will no boot and i have to use the jumpers on the mobo to reset the bios

Have you reduced your LDT to 4x? 4x adjusts the memory controler multiplyer to keep the RAM's overall speed between 800-1000MHz
Default ie. 5x200=1000
So for an HTT of 201-250MHZ use 4x
Beyond 250 use 3x.
At your level the chipset voltage is fine but as you get to the 250MHz range you may need to bump it up a notch.

That powersupply will be no better, it has 18A on the 12v rail, not enough. whatever says 5x lower that to 4, leave the cpu volts stock (and when you do raise volts do it in SMALL incements) up the dimm and chipset one notch (not 1V, just one notch,lol), also look for anything that says pci-e (or agp if thats what you have) frequency or locks, make sure thats set to the standard, not auto.
